Based on the recommendations from the Kentucky Recreation & Parks Society Re-Opening Task Force, Team Kentucky Healthy at Work, and the Boyle County Health Department, the Danville-Boyle County Parks and Recreation Department (DBPR) will offer Youth Baseball / Softball / T-Ball programs by implementing the following protocols. As recommended state / local / industry protocols are updated, the DBPR staff will continue to monitor and update our guidelines as necessary.
Our desire is to provide an enjoyable and instructional program, while keeping each participant’s safety in the forefront of each program. With these goals in mind, staff has made the following modifications to our “standard” format for our programs.
1. The Baseball / Softball / T-Ball programs will be offered to residents of the following seven counties: Boyle, Casey, Garrard, Lincoln, Marion, Mercer, Washington.
2. Dugouts for all Baseball / Softball / T-Ball programs will be expanded where possible to include a set of bleachers on each side of the field which will be restricted to players only.
3. Spectators will be encouraged to bring personal chairs and watch the games from along the side fence or around the exterior of the outfield fence for each field. This will allow for additional spacing for the players and will encourage social distancing for the spectators also. Patrons who fail to comply will be asked to leave the park.
4. When possible, adjacent fields (side-by-side) will not be used. Example: games may be played on fields 1 & 3 or 2 & 4 simultaneously, but not 2 & 3. This is designed to reduce the number of individuals near each other before, during and after games.
5. An additional 15 minutes of buffer time will be added between game times. This is also designed to reduce the number of individuals near each other before and after games.
6. Back-to-back games will not be played on the same field. Example: 5:30 games on Fields 1 & 3, 6:45 games on Fields 2 & 4, 8:00 game on Field 1. This is also designed to reduce the number of individuals near each other before and after games.
7. Dugouts will be cleared and spray sanitized in between each game.
8. All players will be required to provide a personal batting helmet. The Parks and Recreation Department will not provide batting helmets to be shared by individual players and teams.
9. Coaches and staff discourage unnecessary physical contact, such as high fives, handshake lines, fist bumps, hugs, etc.
10. Coaches will provide the on-site Facility Coordinator a list of players present for each game to assist the County Health Department with tracking purposes if needed.
11. Time Frame:
a. Beginning June 22, team practices may begin, but will be limited to no more than 10 individuals, maintaining social distancing throughout the practice.
b. Beginning July 6, league games may begin, but will be limited to no more than 50 spectators total per game.
c. League games (including playoffs for select divisions) will be completed by September 3.
12. Face Coverings:
a. It is STRONGLY RECOMMENDED, league officials, coaches, spectators, and other responsible adults wear face covering at all times, unless doing so would represent a serious risk to their health or safety.
b. It is recommended that all players over the age of five (5) wear a cloth face covering or mask to and from games and practices, unless doing so would represent a serious risk to their health or safety.
c. Individuals who are five (5) years of age or under should not wear a mask due to increased risk of suffocation and strangulation.
13. A Facility Coordinator will be at the park to assist with administering these guidelines.
Coaches, Players, Spectators, and Game Officials are encouraged to self-report to the Parks and Recreation COVID-19 Coordinator if they have symptoms of COVID-19, a positive test for COVID-19 or were exposed to someone with COVID-19 within the past 14 days. In addition, these individuals are required to stay home and / or seek medical attention if they are showing symptoms of COVID-19. Sick individuals, and individual who have recently had close contact with a person with COVID-19, are prohibited from returning until they have met CDC’s criteria to discontinue home isolation.
The Director of Parks and Recreation will serve as the Parks and Recreation COVID-19 Coordinator for all matters relating to COVID-19 through these programs.
SPECIFIC PROGRAM RECOMMENDATIONS
T-BALL (Ages 4-6)
The goal for each team is 8 players, not to exceed 9, with three coaches per team. This will allow the program to have as much player distancing as possible and will allow for 2 coaches per team on the field, and 1 coach in the dugout to further assist with the safety of the participants. The limited number of players is also designed to reduce the number of spectators per game.
Although an important skill and valuable member of a team, catchers will not be used during the T-Ball program. This will assure no individuals are within 6’ of each other on the field at the beginning of a play.
Coaches will “officiate” the games, reducing another person(s) on the field each game.
JUNIOR SOFTBALL (Ages 6-8) and SENIOR SOFTBALL (Ages 8-10)
The goal for each team is 10 players, not to exceed 11, with three coaches per team. This will allow the program to have as much player distancing as possible and will allow for 2 coaches per team on the field, and 1 coach in the dugout to further assist with the safety of the participants. The limited number of players is also designed to reduce the number of spectators per game.
Although an important skill and valuable member of a team, catchers will not be used during either softball program. This will assure no individuals are within 6’ of each other on the field at the beginning of a play.
Junior Softball Coach Pitch will use one umpire for each game and will be located behind home plate.
Senior Softball Machine Pitch will use two umpires for each game. One will be located behind home plate and one will be in the pitcher’s circle.
JUNIOR BASEBALL (Ages 6-8) and SENIOR BASEBALL (Ages 6-8)
The goal for each team is 10 players, not to exceed 11, with three coaches per team. This will allow the program to have as much player distancing as possible and will allow for 2 coaches per team on the field, and 1 coach in the dugout to further assist with the safety of the participants. The limited number of players is also designed to reduce the number of spectators per game.
Although an important skill and valuable member of a team, catchers will not be used during either baseball program. This will assure no individuals are within 6’ of each other on the field at the beginning of a play.
Since both leagues are Coach Pitch, one umpire will be used for each game and will be located behind home plate.
